Our story – ending financial exclusion
Since we opened our doors in September 2020, Guernsey Community Savings has provided life-changing support to almost 200 islanders who had previously been financially excluded from society because they didn’t have a bank account.
Our charity was set up in response to a growing problem of financial exclusion in the Bailiwick.
What do we mean by financial exclusion?
More and more local people are experiencing difficulties opening a bank account or finding that the bank has closed their account because of debt problems, a poor credit history or simply due to a pattern of transactions not acceptable to the bank’s algorithms.
Without a bank account, it’s very hard to find accommodation or be employed. Without a debit card, it’s very difficult to purchase goods and services locally as retailers move away from cash, and it’s impossible to buy anything online.
Often you end up paying more for services such as utilities because you can’t pay by direct debit.
The people we support have often spent years being knocked back, turned away and let down by the system. It has been incredibly rewarding for all of us at GCS to be able to arrange banking services for them, to help them to manage their money and to build their confidence so they can play a full part in society.

Meet the team
Our office team

Joe joined GCS in March 2025 after a long career in senior roles in banking, financial and change management in the private and public sector.
Reporting to the Board, he leads the charity’s small team, plans and coordinates its services, supports clients, and works to reach more islanders who struggle to access traditional banking services.
Originally from Scotland, Joe first came to Guernsey for three years with RBS in 1989. He returned to the island in 2013, working for the States of Guernsey and was Head of finance before he left in 2024.
When not at work, Joe enjoys playing golf, walking his two dogs and avidly following current affairs.

Gill worked for many years in management information, education and banking before joining GCS in March 2024.
The team lead for supporting current and new GCS clients, she is happy to support any issues clients may face. She will welcome you into the office during opening hours and help where she can outside these hours.
Outside work she can often be found in or on the sea, either swimming or kayak safety support for other swimmers. She also enjoys yoga, cliff walking and taking on physical challenges – she has run the London Marathon and now plans to take on the 100-mile West Highland Way in Scotland.

Annette, who joined the team in May 2025, has spent more than 35 years in the Guernsey finance industry in operations management, accounting, fund administration and various project management roles.
She believes it is essential to give something back to the community and throughout her time, has volunteered for several charities on the island. Annette joined as Client services officer but is now responsible for office management as well as helping and advising our clients.
Outside work, Annette loves to travel abroad, go walking, cooking and spending time with friends, family and her cats.

An Oxford lawyer, chartered accountant, banker and regulator, Peter was director general of the Guernsey Financial Services Commission from 2001 until retirement in 2009. Peter is also chair of Parkinson’s Guernsey.
